William Horne- Clearwater City Manager
Mr. Horne is responsible for the overall administration and coordination of the City of Clearwater. The City Manager is a professional administrator appointed by the City Council to administer the daily operations of the city. It is also the role of the City Manager to implement City Council policies in an efficient and effective manner.
